No. Just create some more spreadsheet jockeys to shuffle our own NZ dollars from one place to another.

From the GDP angle you have a point. But in terms of politics, we haven't had a Mayor that has had the balls to make such calls. Not many Mayors would call out central govt. The biggest win for Brown was calling out that the elected representatives (Council) don't have control over the Long Term Plan for transport. Council can't control Auckland Transport. Nekminnit Simeon Brown slips in a law change so that Auckland can actually determine it's own transport plan. They announced that in classic Labour fashion after 5pm on a Friday, so it drops out of the news cycle asap, but it still happened because Wayne called it out. To turn your question around, what would boost GDP? In my (uneducated) view the obvious are slashing red tape, and opening up the minerals and resources sectors. There is possibly an aspect of access to capital for major projects / elements as well.
