Err... Pencil dick head is the one responsible for submitting the list to the King. This is done in November/December each year. He has the final say on who goes on the list.
Maybe he was too busy travelling to Australia or visiting family and wasn't focused on work, maybe he just didn't give a fuck? Who knows... But it wasn't Labour.

Who nominated them is private so your assertion that it was Labour cronies is not evidential. When the honours list is produced the prime minister gets the final say and submits the list to the King for approval. For the 30/31 Dec honours list, that happens at the beginning of Dec. The nominees get a phone call from the PM confirming that they want to take the title. Pencil Dick Head himself was the only person with the authority, ability and jurisdiction to stop this... But he did not... Cause like you, he is a muppet!

The list was submitted to the King by the PM at the beginning of December. Hipkins wasn't the PM at that time. PDH had ample chance to modify the list.
Maybe tradition says he shouldn't fuck with the list? But ultimately he had that ability...

The GG is involved early on in the process, but the actual list goes to the King. It's one of the few ceremonial roles that the GG does not do.

Only 1 Speaker of the House never got a gong. Like PM's, Speakers also get gongs for no reason at all bar they took on one of those positions. It would make no difference if the PM or Speaker was featured 10 times on Epstiens Island VIP list or they were a mass serial rapist, they would still get a gong.

It was tradition that dictated when Hipkins signed the paperwork, as the PM outgoing at the time, Luxon as PM incoming does not fiddle with it. The same applies to a LOT of stuff when Govts change.
I think its only tribal allegiances that suggest incoming PM's/Govts can change a lot of stuff willy nilly without going thru the appropriate procedures
But none of that takes away from the fact Mallard did nothing to earn the gong and by accepting it he has devalued the title even more.
