Average person in the street wouldn’t know who the chocolate eclair browns are and wouldn’t give a ripe fig anyway …but there’s a massive difference between $200 and 28k for very similar T Bone incidents and that sticks out like dogs balls . I would say the Asian guy suffered embarrassment and reputational loss too. I have no idea of the connection between the harbour master of the day and the eclairs but it obviously had an effect on the outcome . The way the officials handled Browns smack was lazy, sub optimal and quite frankly reflects how fucked up NZ is when dealing with issues like that. So fucked up I'm willing to bet a significant number of beers, yes that serious, that the fine handed out to the asian dude was bigger than it would have been due to the pathetic way and total failure by the authorities with the Brown incident.
Basically there was the whack and MNZ said 'Na, can't be arsed looking at this one' so the Akl Harbourmaster had to make a move or there would be zero authority input. The H/M fined Brown the maximum he can possibly do which was 2 hundy. But then MNZ felt the heat due to their patheticness but by then it was too late as Brown had been pinged so couldn't be pinged twice. Brown was the beneficiary of yet another incident of Govt bureaucratic incompetence, is it that simple.
Then the public fucked up biggly. They went after Brown and a lot of it was uninformed, stupid, not even vaguely turthful and a lot was just nasty as. That caused Brown to withdraw his offer to help fund the other boats repairs.
That whole incident was a cluster from woe to go and still is today.

As for licencing, NO with a capital NO.
The NZ bureaucracy can not be trusted not to turn it into Australia's system which is now just a revenue source for the Govt.
Sure there are some retards out there on the deep blue but there are more on the roads and those retards are licensed and generally are 'current' i.e. doing each day so up to speed so to speak, when on the roads, unlike many boaters, yet bang crash murder death kill still is very very too common. In fact when you suss many actions that need a licence, you'll find that there are still many bad actions and poor outcomes.
Then there is the whole 'how would you licence?'. With 2t 4kn shitboxes thru to 70ft 70tonnes 35kt capable one licence to cover all would be a very big stretch.
And of course there is where will they find enough people with suicidal tendencies to try and get all the longer term boaters in to the scheme. I know if some snotty arsed knows fuck all Govt bureaucrat tried to tell me I'm a danger unless I get a licence they better be able to out sprint Usian Bolt or out swim a Dolphin.

All for boat registration,fizzies just use their trailer number. How do you hunt down a white 16ft sea nymph called lazy days?? yachts participating in races need to be registered with ynz,but buy a yacht and dont race no need to change ownership with ynz. Yes law states over 4m over power needs to have a name ,non powered over 6m But where do you register a boat??

Wonder who enforces these rules. Exactly who has the registered owner details?? Our trailer boat as far as I am aware is on registered via number flat at NZTA . Various council bylaws require names on vessels,even the Dick of a Harbour master in Coromandel said due to not having my name/ph number on the tender we were breaking bylaws. Where does the madness stop. I guess all one can do to report an incident is give brief description and where vessel last heading for.IE okahu bay ramp/halfmoon bay yeah good luck with that.

If the HM gets enough info to work with they are going after people and they are getting results.
Sending a 'I saw a white launch called Fizzy Piss speeding on Sunday, please screw the fucker' don[t cut the mustard. Give the HM solid irrefutable proof. Film the boat and include buoys or some know fixed objects that can be used to work a speed on. I sent them one of a boat as it past 9 (now 19??) Buoy up to one of the Cable markers by Devo wharf. It was easy to work out the boat was doing 21-23kts, the HM did take action.
Also the HM is a fan of education rather than punishment so they will go with the 'Oui, pull your head in or next time your arse is grass' option first. One I tend to think is the best one.
I have some mates who are fisheries inspectors. Ask them who they see the most and coming in 3rd is a group who they reckon take too much do lack of knowledge so when pinged they are are horrified. They are informed of the regulations and are not seen again, bar to obvious one or 2 total aholes who will have known the Regs all along and are simply dodgy SOB's. There are a few things that suggest many speeding on the harbour just don't know the rules so 1st time being a warning is OK with me.

They have a huge (annoying but ultimately good) list that you get inspected on. They actually try to educate their members. Westhaven - nothing, no enforcement, no simple education.
At the launching ramp, why not run and education programe? I would rather pay for that than bloody cycle ways.
