'If I can give an analogy it's this - you've been in a marriage for a long time and then suddenly your partner cheats on you. And your partner cheats on you and tells you lies, and you discover a range of deception as a consequence of those lies and you have two choices. You can take that partner back but you'll never trust them again. Or alternatively you can sever and end that relationship and say, I can't trust that person again. I'm going to go and live a new life, and hopefully a better life. That is where the NZ public are, or at least significant proportions of it'.
