The safety rules allow solas approved LED/laser flares but there's no such thing as the UN has not approved any led or laser flares under the solas convention. There was one some years back but it was absolute crap and less visible than your average fishing float. It floated so low it could hide behind a ducks wake and had the candela of a wet match in a cyclone.
Me and the Fishy dude have a thing about flares, I think pyros have a very valid place on craft but Mr Fish not so much
I imported a laser flare from the US. It's approved by some US mountaineering outfit which may be some organisation or maybe just a reseller, don't know or care. Anyway I stood on the cliff by Taka Grammer and phoned a mate on Rakino to see if he could see it. He spotted it in milliseconds and reckon it jumped out even with all the city lights around and behind. That was 15km so if I have to use it in vengeance I know if I can hit the cockpit of whatever it'll be seen. It has mini sights on the side, mind you it is from the US and they put sights on babies bottles the crazy wackjobs.
On smaller boats rafts can be more of a hazard then they are helpful. We use ours as ballast and know if we have to pop it there is a 50% chance nothing will happen. Besides I can launch my 2 man 6 separate chamber kayak a shit load faster than I can the raft. From the 'Go' I can have it in the water ready for use inside 5 seconds, when being used as a fill in raft. As you may tell we have way more faith in the kayak than the raft.
The pronblem with rafts is the cost. They are crazy and then the servicing scam kicks in making them even more bullshit, especially so with the abysmal inflation rate they have.
On smaller boats, say 40ft and less a substitute is the smarter move and in all regards.
Nothing wrong with a instant inflatable dinghy, kayak, or what ever else you've got going on to be your inshore life raft. Smart people have one. My inshore raft weighs 9.1kg is smaller than the horseshoe mounted on the rail. We have it stowed just inside the companion way, you can reach inside grab it with one hand and throw it over the side within 3 seconds the painter is already attached. Costs as much as a life jacket to service unless the canister has expired (10ys) then I will probably buy a new one. I don't believe any electronic flares have ever been solas approved. Uscg approve some for recreational use, but they aren't solas approved. They can get away with it cause the good old usa has not ratified/legislated the solas convention. You can buy Uscg approved electronic flares in NZ. No need to import. They just won't be SOLAS approved so don't meet the racing rules standard.

Something like that sounds handy. I think a big issue around the cost of liferafts are that they are spec'ed for CAT 1 / offshore, and designed to 'sustain life' for 48 hrs. As such they have all sorts of things in them that needs to be replaced on every service, which puts the cost up moonbeams. A lot of water. More flares than my boat carries in the first place. Signalling mirrors. Army rations I think. Fishing gear (cause if I'm fearing for my life I'm going to feel like going after some nice snapper...). Paddles, so you can have a rowing race. A knife of course. I would have thought most Coastal situations in NZ rescue would be within 1-2 hrs, and inshore rafts should only be equipped to 'sustain life' for 6 hrs. In that context an auto inflating dinghy / kayak substantially reduces risk and is a good option. My 6 man liferaft weighs about 35 kg I think. It needs to be stowed somewhere downstairs where it can be secured safely so it is not a hazard flying around the boat. Consequently it becomes much harder to get at in a hurry. And due to it's weight, getting it up from downstairs and launching it is also not that straight forward.

Any ISO off shore life raft can be packed as a Cat 3 inshore life raft with none of extras, you pay substantially less for servicing - the gotcha of course is that you have a Cat 3 liferaft, and it has to be repacked if you want to go off shore within the expiry window. Mine is some french name Lafreze or something similar... Here's something available locally that is YNZ approved - safetyatsea.co.nz/products/waypoint-single-tube-liferaft

I'll wait for a response to see if this was a legit mistake, otherwise I'll sort it out.

I have been using the "guest" feature for months.
I am sure an admin can disable it - I have no qualms with it being disabled, just means I have to use my phone when I am at work :-)

My reading of 18.07 safety regs says USCG Approved is for flares OK? Normal ambiguous ynz English, but pretty sure intention is there.
If you're worried about how well your electronic flare floats, throw your pyro one in the water as a reference point.
I got an electronic one and I would far rather have that than a bunch of of dodgy fire starters
18.07 The following distress signals must be carried in
addition to those in the life raft.
(a) Four red hand flares, additional to those in the
life raft.
Two red hand flares, additional to those in the
life raft.
OR additional to those in the life raft, a LED
or laser flare, which has been approved by
the current international convention for the
Safety of Life at Sea (SOLAS), United States
Coastguard or Maritime New Zealand.

Well fancy that, you are the first person I have ever meet, known or conversed with that is not only happy with raft service cost but to also quote a cost of less then moonbeams.
The flare claimed it was but it also claimed performance figures that made little sense. One of the best was it's light could travel thru the ocean and at times land or so it would have to do to have the claimed visible range. Either that or the marketing Dept employed genuine believers in the earth is flat. But it was shit and would be as effective as a fart.
The flare I wanted was top end and I could find nothing comparable in NZ. But in a WTF moment only this morning when trying to work out how much excise tax my new start-up will have to pay, I find laser pointers on the 'prohibited items' by Customs. I though Hmmm so rang a mate up there in the Customs game and he reckons if it is a laser, it is, and it can be pointed at someone, it has a sight on the side so hard to say No, then it appears to fit that category. He suggested just keep calling it a laser flare. No idea why but that appears another thing I've brought in they I should have been pinged for.
