Well, I think they are criticising the gag order preventing any Mayor's or Councils criticising 3 Waters. It does look like Mahuta is buying peoples silence. Take our money, then you can't criticise the massive asset transfer and implementation of tribal governance over those assets... Remarkable!

Just received the water bill form our supplier, but I and confused (so will say easily). I am connected to the Auckland City Council water system managed by Watercare but the bill was sent from info@water.co.nz but on the bill itself "Watercare" appears about 10 times. Is this a scam. Or is it part of the 3Waters? ?

Well, Mahuta has made her announcement about 3 Waters and if anything it is even worse. From the Taxpayers Union today: The Taxpayers' Union has spent the day closely examining the Government's "revised" Three Waters plan unveiled this morning.In short, the Government is forging ahead â and the minor tweaks to the scheme actually make Three Waters even worse overall.Here's what New Zealanders need to know:â ď¸ There are no significant changes to the co-governance arrangements. That means there are still four layers of bureaucracy between you and the new water entities, and the representative groups remain 50-50 co-governed between iwi and councils.â ď¸ The Government will now issue local councils "shares" in the new water entities. But it's Nanaia Mahuta being deceitful: regardless of their shareholdings, councils (and therefore you & other ratepayers) will still be stripped of all the crucial rights of control that are usually associated with ownership. Councils wonât be allowed to receive a return from the water entities, yet that is specifically allowed for Mana Whenua groups. Ratepayers will no longer âownâ the assets in any meaningful sense.â ď¸ There will now be additional bureaucracies set up as part of the reforms, including new "sub-regional" representative groups and a Water Services Ombudsman with a "tikanga-based dispute resolution process". Yet another layer of expensive bureaucratic fat.â ď¸ There will be yet another costly communications campaign to try to convince New Zealanders of the "need for change". In other words, taxpayer-funded propaganda is back.â ď¸ Iwi will have their own consultation process for the legislation, separate from the transparent select committee process available to the general public. This is simply unbelievable. For the first time, New Zealand's Parliamentary process is going to have 'priority access' based on race.Of course, we were never expecting substantial improvements to this fatally flawed policy. Mahuta knows exactly what she is doing, and the "independent" Mayoral Working Group was always set up to be a sham. The address for it is 73 Remuera Road, Remmers. What the fuck is Watercare doing in the most expensive suburb in NZ?

- www.water.nz is owned by a James Worrell whose contact address is Popeshead Court Offices, York. Yeap the York in England with the dodgy Prince.
- www.water.kiwi is all 'REDACTED FOR PRIVACY'. The register is Tucows so it could be anyone anywhere but whomever it is doesn't want it known they control it. It is parked and has some connection to Freeparking which is a NZ Interweb outfit.
- www.water.com is also a mystery but the registers are in the UK. Google reckons 'Water.com is the most popular bottled water provider'. Site timing out so no more info.
- www.water.net is also a mystery but register and servers all suggest it's a US thing. Ah ha, website is 'Waterman Broadcasting Online' and says - OUR MISSION Waterman Broadcasting strives to be the best and most respected resource that people turn to for public service, news, information, marketing, and entertainment. The concept of co-governance means, in this case, that the new water companies will be directed by âRegional Representative Groupsâ, which will be half controlled by elected local politicians, and half controlled by mana whenua iwi. Therefore, the elected local governments that currently own and control water services will lose half of their control, despite in theory still owning the companies.
The problem is that iwi co-governance of water has never been explained or sold to the public. Quite the opposite in fact. The Government has sought to downplay or even disguise the introduction of this huge change. They have attempted to deflect debate or discussion from how it will work and what it will mean. Unsurprisingly opponents have therefore labelled it as âco-governance by stealthâ.
This is given weight by the fact that Labour didnât campaign transparently at the last election on implementing co-governance into water reforms.
In one sense the co-governance model is a form of privatisation. The new companies will be half controlled by private organisations â iwi, which are increasingly highly corporate in their business operations.
Whether or not this gives iwi any rights and ability to extract financial charges for water has not been explained by Mahuta, who has avoided this topic. Itâs also not clear that ordinary MÄori and pÄkehÄ will benefit from this business model. Instead, it will be elite vested interests likely to benefit. Certainly ordinary people will have less democratic influence on water resources, and accountability will be significantly less.
âThe longer this goes on, the more the Government refuses to budge on the co-governance aspect, the more it looks like this reform isnât really about cleaning up your water at all, is it? Itâs actually about entrenching a new way of running things in New Zealand, isnât it? Itâs about entrenching MÄori co-governance as a system.â
Cheerleaders for the reforms asserted over the weekend that âItâs time for less talkâ and more action on the reforms. But the problem is quite the opposite â that the Government have not been willing to allow a real conversation about water reform, and especially about their co-governance model
